2025 Updates

Key information and guidance related to state and federal changes taking effect in 2025, including implementation timelines and policy shifts affecting higher education.

The Trump Administration has issued multiple executive orders that potentially restrict federal funding for university research programs. Additionally, multiple federal agencies (including the National Institutes of Health, the Department of Energy, the National Science Foundation, and the Department of Defense) have announced policies that restrict indirect cost rates on federal grants to a 15% cap.

The presidential executive orders and agency policies are currently being challenged in federal courts. The UL System continues to monitor ongoing litigation to ensure that 1) it remains in full compliance and 2) it continues to support university students and faculty researchers who rely on federal funding.
